Does S5/Breakout Strategy Ignore the News Filter?

Does the S5 breakout strategy ignore the news filter? If not, wouldn't it make sense to have it run during news (perhaps subject to a spread filter) given how it works, and its reliance on strong movements?

Dear Kyle,

FRPEA breakout strategy ignores the news filter.
The breakout strategy works opposite of scalping strategy and the news filter is not necessary.
